    “源自华尔街的金融危机:发展趋势及亚洲国家对策”

    n        背景

    近来,华尔街金融风暴愈演愈烈,从美国迅速向欧洲和其它地区扩展,多家大型金融机构倒闭,甚至多个国家濒临破产,从目前的情况看,这次危机的前景并不明朗,有继续深化并引发经济危机的可能。这场危机的根源在于房地产市场的景气回落和金融衍生产品市场过度放大杠杆信用,甚至有人将危机归咎于信用评级机构和政府监管部门的行为失当。总之,这场危机对各国政府的调控能力是巨大的考验,这将决定谁是危机的下一个受害者,谁在危机中安然无恙。

    “前事不忘,后事之师”,对于经历过1997年金融危机的亚洲国家来说,这场危机是一次新的考验,它对亚洲国家究竟有多大的影响,以往获取的经验能否对应对这场危机起到帮助?亚洲区域内的各经济体该如何面对这场危机呢?这是亚洲各经济体当前面临的紧迫问题。


    n        目标

    正是基于这种需要,亚太财经与发展中心与世界银行联合发起“时局论坛系列:GDLN-AP远程研讨会”。从11月开始,该系列活动将以全球和本地区的热点问题为相关主题,以期建立一个远程互动交流研讨的学习平台,使各国专家学者和政府官员就相关形势分享各自的观点与经验,共同探讨解决措施,以提高亚洲各经济体调控经济运行的能力。

    首期源自华尔街的金融危机:发展趋势及亚洲国家对策将与1127930-1200(北京时间)在上海国家会计学院举行,并实时与中国北京、越南河内、胡志明、斯里兰卡科伦坡、菲律宾马尼拉、日本东京等地开展远程研讨交流。交流语言为英文。

    n       Background

    The Wall Street financial crisis has been radiating its impact beyond the US border to Europe and other regions. A number of established financial institutions have been closed down and some countries are even on the verge of bankruptcy. Viewing from the current situation, the crisis may go deeper and trigger worldwide economic crisis.

    In essence, the crisis can be boiled down to the downturn in housing market and the over-utilization of leverage ratio in the financial derivatives market. Someone even blame the malpractices of rating agencies and governmental regulatory agencies for the crisis. In short, regulatory capacity of the governments, which is a serious challenge posed by the crisis, will determine who will survive the crisis and who will not.

    For the Asian countries that have experienced the nightmare of 1997 financial crisis, the current crisis is another new challenge. To what extent will it affect Asian countries? Was the past experience helpful in coping with this crisis? How should Asian economies face this crisis? These are some of the urgent issues facing all Asian economies right now.

    n       Objective

    Against this backdrop, the AFDC in collaboration with the World Bank and GDLN-AP will jointly launch a series of GDLN-AP Distance Learning Seminar on regional and global issues of hot debate to serve as a platform for experts and government officials to exchange views and experience with the participants and seek possible solutions to improve Asian economies’ regulatory capacity and contribute to strengthening financial systems in the region.
