    The Asia-Pacific Finance and Development Center 2010 Biennial Forum will be held on Nov.26 in Shanghai National Accounting Institute. The theme of the forum is Fiscal and Financial Policies for Low-carbon Economic Development.

    II.      Objectives

    Ø      To promote communication among the economies in the Asia-Pacific region about how to employ fiscal and financial policies for developing low-carbon economy, and by doing so, to form scientific policy recommendations in this regard;

    Ø      To demonstrate each economy’s attention and actions taken in promoting low-carbon economic development; and

    Ø      To strengthen cooperation among economies in the Asia-pacific region to achieve sustainable development.

    III.   Participants

    Ø      Government officials from the Ministry of Finance, financial regulatory authorities and other relevant governmental departments;

    Ø      Experts from the World Bank, the Asian Development Bank, the International Monetary Fund, Global Environment Facilities, etc;

    Ø      Academics from the region; and

    Ø      Representatives from the business community

    IV.    Tentative Agenda

    09:00-10:00   Opening Ceremony

    10:00-11:00   Session I: Fiscal and financial policies for low-carbon economic development: challenges and opportunities

    This session will address the necessity and feasibility of using fiscal and financial policies to support the development of low-carbon economy. Besides strengthening the guidance of the government, how to fully play market’s role will also be discussed in this session.

    11:00-11:30   Coffee break

    11:30-13:00  Session II: Fiscal policy to develop low-carbon economy: experience sharing

    In this session, speakers will share experience and lessons learned in using fiscal policy to promote low-carbon economy. Speakers will be government officials from the ministry of finance or other relevant government departments and the discussion will be focused on the effectiveness and pros and cons of using different fiscal policy instruments to support low-carbon economic development.

    14:00-15:30   Session III: Financial policy to develop low-carbon economy: experience sharing

    In this session, speakers will share experience and lessons learned in using financial policy to promote low-carbon economy. Speakers will be government officials and experts from the financial regulatory bodies in the region and the discussion will be focused on the effectiveness and pros and cons of using different financial instruments to support low-carbon economic development.

    16:00-17:30   Session IV: Cooperation to promote low-carbon economic development: pathways and vision

                  This session will explore the possible impediments and feasible pathways to successful cooperation and coordination for low-carbon economic development on different levels, including cooperation among economies, Public-Private Partnerships, etc. The discussion also includes what role the international institutions can play in promoting cooperation for low-carbon economic development.
