    东盟三国青年官员看“一带一路”与中国-东盟合作

    编者按:

      2016年11月21-25日上海国家会计学院首届国际留学生赴广西参加长达一周的“走进中国广西”现场教学活动,在听完广西财经学院经济与贸易学院院长张建中教授“‘一带一路’倡议中的中国-东盟产能合作”讲座后产生了诸多思考和感悟。

      讲座中,张建中教授从“‘一带一路’背景下广西参与中国-东盟产能合作”的视角出发为留学生们详细阐述了广西参与中国-东盟产能合作的背景、现状、存在的问题,“一带一路”对广西参与中国-东盟产能合作的影响以及广西参与中国-东盟产能合作的路径与对策等问题。张教授的讲座内涵非常丰富,为我院留学生,特别是为来自于东盟国家缅甸、老挝、柬埔寨的留学生传递了中国通过“一带一路”与周边国家及世界各国共建“命运共同体”和“利益共同体”的理念,为进一步扩大和宣传广西经济和社会建设的成就,推动广西与东盟等“一带一路”沿线国家的交流,加强广西与东盟等“一带一路”沿线国家的合作梳理了思路,传递了信息,开拓了视野。

      为进一步加深留学生对“一带一路”倡议下中国与东盟合作的印象,我院还在讲座结束后专程安排留学生前往“中国-东盟博览会永久会址”进行了现场参观学习。我院希望,通过知识学习和现场教学活动,这些来自东盟国家央行和财政部的青年官员能够学以致用,为推动各自国家与中国的全方位合作贡献力量。

      下文是缅甸、老挝、柬埔寨等东盟三国青年官员学生参加“走进中国广西----中国与东盟合作”论坛后发表的感言。


    China is a neighborhoods country of Myanmar and the two countries have long and good relationship over many decades. China provides a lot of assistance to Myanmar including infrastructure development projects in energy sector and loan assistance. China is not only one of the largest sources of foreign direct investments but also one of the largest trading partners in Myanmar. The Muse Central Economic Zone of Myanmar is a trading hub in eastern Myanmar to boost cross-border trade with China. 

          

    Through strengthening economic cooperation, both countries can get mutual benefits. As the country’s perspective towards China-Myanmar cooperation, it is promising with the bilateral relations, maintaining good history, and cooperation with One Belt-One Road Initiative.

    Nowadays, the relationship between China and Asian can be explained from four parts, namely economy, security, geography and politics. China and Asian countries have good relationship, and are all economically stable.. 

          

    Economically China’s investment constitutes to be a large part of Myanmar’s FDI. Trade between China and the Central Asian countries have been expanding by leaps and bounds. China and Myanmar border trade played an important role in Myanmar economy. According to news on November 2016, Military conflicts between the Myanmar Army and a few EAOs have broken out in Northern Myanmar near the China-Myanmar border. Now, in this area nobody trade each countries so if this area broken Myanmar economy will be down. In this case, I hope my country can return to peace quickly.

    The relationship between ASEAN and PR China was strengthened to a higher cooperation. Since PR China agree to joint this association, this signing focused on strategic partnership for peace and prosperity of ASEAN and PR China, currently implementation the action plan 2016-2020. As we know, PR China is the largest country including population and economic growth. In ASIA, especially in ASEAN countries, PR China plays very important role in economic development and infrastructure in this area by presenting the big project as “ONE BELT ONE ROAD”, this project is very useful and benefit for ASEAN countries. Currently, ASEAN-PR China is implementing partially frameworks as the priority such: 

          

    Investment, trading and economic ties between ASEAN and PR China have been growing rapidly after signing of the framework agreement on comprehensive economic cooperation. Actually, ASEAN is now PR China’s largest trading partner and beside that PR China is also the mutual investment and economic and technology cooperation in many industries like: agriculture, tourism and the processing industry have also benefited. Then, cross-border barter trade was also the most common method of foreign trade when ASEAN and PR China began economic exchanges more than 15 years ago, however, against the backdrop of the free trade construction process, people on the both side are also the witnessing a boom in mutual investment and large scale cargo and service trade flow through this area. General speaking, PR China has succeeded on cooperation with this area by extending technology of agriculture, investment and trade. Currently, ASEAN and PR China enjoy huge potential for economic growth together, especially, tourism cooperation is booming in a few years ago. In 2015, over 15 million Chinese tourists spent their holidays in all the part of ASEAN countries. 

          

    In terms of Socio-Culture Cooperation, currently as we see, a number of activities have been carried out in the areas of education, culture, technology and social security. This cooperation is driven by local government and people to people exchanges, media, youth and social development. Many scholarship students studied in PR China, they also have wonderful events to exchanges culture, living experiences and student’s life in PR China by installing boost and showing traditional foods, dressing clothes as a unique of their countries and Chinese government also provide lots of scholarships to sent Chinese students abroad including in ASEAN countries to exchange and improve socio-cultural cooperation between ASEAN and PR China.

    China and Laos, one of the 10 member states of ASEAN, have already witnessed practical cooperation between the two sides, resulting in significant achievements in all fields. The ASEAN-China Center is a one-stop information center to promote ASEAN-China cooperation in trade, investment, tourism, education, and culture. China's Belt and Road initiative has added fresh impetus to and broadened the prospect for future cooperation, thus further improving the well-being of the Lao people and promoting the socio-economic development in the country, the plan has since been upgraded to a national strategy designed to change geographical disadvantages into advantages. The Belt and Road initiative refers to building a Silk Road Economic Belt and the 21st Century Maritime Silk Road. It aims at forging a trade and infrastructure network connecting Asia with Europe and Africa along the ancient trade routes.

          

    The China-Laos railway: by following the promotion of the "Belt and Road" initiative as well as preparation for the construction of China-Laos railway that linking Kunming, provincial capital of China's southwestern Yunnan province with the Lao capital of Vientiane. It marks an important milestone in socio-economic cooperation strategy of the two countries which consisted the major benefit that China will stay connected with other countries in the ASEAN countries while Laos could attract more foreign investment and tourists and it will be the first overseas route that will connect Laos. The project will use Chinese technology, equipment and investment. The project has a total investment of 40 billion Chinese yuan (about 6 billion U.S. dollars), 70 percent of which comes from China, while 30 percent comes from Laos. Moreover, China and Laos has signed the Cross-border Economic Cooperation Zone and Development Zone was signed may places have an important milestone in the economic and trade cooperation between the two countries which the zones focus on agriculture, biological industries, processing, logistics and cultural-tourism, will help give full play to the complementary advantages of both economies, facilitate trade, investment and personnel exchanges, promote bilateral industrial cooperation, speed up the development of border areas and benefit the peoples of both countries. Meanwhile, The Development Zone is another key project jointly developed by the two countries. It will carry out comprehensive development using the pattern of "industrial park plus new city area." Hereby, industries in the zone include energy and chemical, agricultural products processing, machinery manufacturing, food processing, tobacco processing, building materials and engineering, warehouse and logistics. The Development Zone is expected to become a model of industrial zones in Laos.

          

    Therefore, China and Laos have a good cooperation, China is a good example for Laos in many terms, especially reformed of economics, political and socio-economic development plan. China is also the main sources of funding are aimed at providing the much needed capital to fund energy, human resources development, power, and transport and telecommunication infrastructure projects.

    China and Cambodia have enhanced diplomatic ties for all most five decade since Bandung conference in Indonesia in 1955. This firm relationship establishes strategic partnership relation for comprehensive relationship. In time of difficulty and economic despair, China gradually support to remove barrier for Cambodia through human capacity building, development of infrastructure, building energy sector, technical assistant, investment of industrial sector and  promotion of Chinese investment and trade  leading to significant economic growth which is the key driver for poverty alleviation. 

          

    In consequence Chinese investment becomes the largest with total investment amount 14 billion since 1994 till 2016 and also a major donor of aid and increasingly important trading partner. This inclusive growth has provided Cambodia with numerous benefits to advance its international market and trade through global value change and compete among the regions. Chinese investments has largely promoted and transformed Cambodian small-scale business to new high-tech enterprise through technology transferring and skill training to follow up the demand of global development. Royal government also increasingly establishes favorable environment and initiatives to speed up foreign investment such as creating of special economic zones and industrial zones. 

          

    This relationship not reflects only generous financial benefit but also a long-lasting loyal ally. China and Cambodia can further deepen their mutual trust for one another and improve cooperation, so as to develop the relationship to a greater level. To ensure this long-lasting relationship is mutually beneficial, the two nations must work together to improve transparency, promote participatory and inclusive development by involving all relevant stakeholders, and minimize environmental degradation. Cambodia will continue to strengthen its institutions, implement policies that encourage responsible investment and link aid to poverty reduction. China-Cambodia ties will continue to stay harmonious and strengthen strong fruitful corporation and friendship promotes sustainable development everlasting .

    China-ASEAN cooperation has brought lots benefits to all its members and enhanced the win-win policy. Cambodia, as a member of this cooperation, has also received abundance of advantages, especially in term of industrial development from China that led this country to be a new tiger economy in Asia in 2016. However, there are still a lot of challenges emerge along the way of the development, and they have to be addressed in order to ensure the economic sustainability of this country as well as the whole region. Chinese government and investors should see these challenges as a good opportunity to cooperate and improve the economic welfare and development between both countries within the ASEAN context.
