COURSE ON INTERNATIONAL FINANCIAL INSTITUTIONS

Asia-Pacific Finance and Development Center, Shanghai

Dates: 8-9 March 2014

Resource person: Robert Wihtol, Former Director General for East Asia, Asian Development Bank

Background: The Bretton Woods institutions, the World Bank and the International Monetary Fund (IMF), were established 70 years ago. Since then the international financial institutions (IFIs) have expanded to include a large number of global, regional and sub-regional banks and funds. In the Asia-Pacific region the most important IFIs are the IMF, the World Bank, and the Asian Development Bank (ADB). The global financial system is currently facing new challenges and the IFIs are under pressure to change. The BRICS countries, Brazil, Russia, India, China and South Africa are setting up their own development bank, and China is also proposing the establishment on a new Asian Infrastructure Bank.

Why does the Asian-Pacific region, and the world, need IFIs? How have the IFIs evolved, what is their current role, and how can we expect them to evolve in the future?

Purpose: The course will answer the above questions and others related to the IFIs. The course will provide participants with a sound understanding of the history, organization structure, decision-making processes, and operations of the major IFIs. It will discuss their role in the current international economic and financial system, and consider their future prospects. The course will enhance participants’ ability to work, negotiate and cooperate with the IFIs.

Course content: The 2-day program will include eight sessions, covering the following:

  • The history of the IFIs in the context of global economic and financial developments.
  • The organization and operational structure of key IFIs, in particular the IMF, the World Bank Group and the ADB.
  • Policy- and decision-making in the IFIs, including the workings of their governing boards, boards of directors, and management, and the major underlying policy debates.
  • The IFIs’ key operational modalities, including policy-based operations, program and sector support, lending instruments, grant financing, and knowledge work.
  • Key issues being addressed by IFIs, including macroeconomic issues, development finance needs, sector policies, and project and investment-specific issues.
  • The future of the IFIs, including the development and reform of current institutions and the establishment of new institutions such as the BRICS bank.
  • Each session will be supported by a discussion of real cases in different countries, to ensure that the course is practically relevant.

Target audience: The program is intended for government officials, EMBA and accounting students, and professionals with an interest in IFIs. The course is relevant for professionals dealing with IFIs in their work, and for students and professionals with a more general interest in IFIs. The program will provide participants with a sound understanding of how IFIs work, and the key policy and operational issues they are facing. It will also provide participants with a practical understanding of how to interact and negotiate with IFIs on major policy and operational issues.
