Secretary of the Party Committee Zhang Feng 

 

Mr. Zhang Feng, Secretary of the Party Committee of Shanghai National Accounting Institute, is a member of the Communist Party of China with bachelor’s degree. 

 

Born in the Zibo city of Shangdong Province in 1969, Mr. Zhang Feng started his career in July 1992. Since then, Mr. Zhang Feng had worked in several departments, including the Resident Mission of the Chinese Enterprise Division of Ministry of Finance in Liaoning Province, the General Affairs Office, the First Division, the Administrative Office, the Fourth Division, the Third Division and the Comprehensive Supervision Division of Liaoning Provincial Finance Commissioner’s Office of the Ministry of Finance. He was appointed as deputy director of the Administrative Office of Liaoning Provincial Finance Commissioner’s Office of the Ministry of Finance in March 2004, deputy director of the Fourth Division of the Commissioner’s Office in February 2005, director of the Third Division of the Commissioner’s Office in April 2009, director of the Comprehensive Supervision Division of the Commissioner’s Office in June 2014. In June 2015, Mr. Zhang Feng was appointed as member of the Party Committee, deputy supervision commissioner and discipline inspection team leader of Jilin Provincial Finance Commissioner’s Office of the Ministry of Finance.  In April 2019, he was appointed as member of the Party Committee, deputy director general, discipline inspection team leader of Jilin Provincial Supervisory Bureau of the Ministry of Finance.  In July 2020, Mr. Zhang Feng was appointed as Secretary of the Party Committee and director general of Hei Longjiang Provincial Supervisory Bureau of the Ministry of Finance. 

 

 

 

 

President Lu Wenbin

 

Mr. Lu Wenbin is Professor, President of Shanghai National Accounting Institute (SNAI),Vice Secretary of the Party Committee,President of Shanghai National Accounting Institute (SNAI),President of Asia-Pacific Finance and Development Institute(AFDI). 


Mr. Lu joined SNAI in September 2000. Before being appointed as the President of SNAI in 2023, he had been Section Chief, Deputy Director, Director of the EDP Department ,Assistant President of SNAI,Vice President.

 

He graduated from Shanghai University of Finance and Economics with a Ph.D. in Accountancy in 2003 and a M.S. in Accountancy in 1999. From June to October 2002, he studied at the Department of Accountancy of City University of Hong Kong. From January to May 2004, he was a visiting scholar at W. P. Carey School of Business of Arizona State University.

 

Mr. Lu also holds concurrent post as Member of the Accounting Education Committee of the Accounting Society of China,Vice President of China Society of Financial Accounting.

 

 

 

 

Vice President Bai Xiaohong



Dr. Bai Xiaohong is the member of the Party Committee and Vice President of Shanghai National Accounting Institute.


Dr. Bai Xiaohong, CPC member,  born in 1967, possesses the professional credential of senior economist. She earned a master's degree in economics with a concentration in finance and a doctorate in management with an emphasis in accounting from the graduate department of the Chinese Academy of Fiscal Sciences of the Ministry of Finance in 1994 and 2005, respectively. Between 1988 and September 1991, she was employed at the general affairs office and personnel department of Jilin Provincial Finance Bureau. She pursued full-time studies at the Chinese Academy of Fiscal Sciences of the Ministry of Finance from September 1991 to April 1994.


 

She began her career in April 1994 and worked at Zhonghua Accounting Firm until July 1995. She then went on to work at the Chinese Institute of Certified Public Accountants, where she held various positions from July 1995 to October 2020, such as Director of the Legal Department in 2000, Director of the Research and Development Department in 2005, Director of the Party Committee Office in 2009, Director of the Research and Development Department in 2010, and Director of the Department of Continuing Education after 2014. Additionally, she was appointed as a member of the Party Committee of the Chinese CPA profession from September 2009 to January 2022.


 

She was appointed in 2009 and 2019, respectively, as a member of the Party group and deputy head of the People's Government of Yuzhong District, Chongqing and as a member of the Party group and assistant head of the People's Government of Rongchang District, Chongqing. She was appointed as a member of the Party Committee and vice president of the Shanghai National Accounting Institute in October 2020. Additionally, she is also the supervisor of SNAI graduate students.

 

 

Since 2016, she has also been working as a supervisor of the China Foundation for Poverty Alleviation (renamed as the China Rural Development in 2022) . Furthermore, she assumed the role of vice chairman of the Accounting History Committee of the Chinese Accounting Association in 2024, following her appointment to the Performance Evaluation Committee of the Society of Public Finance of China as vice chairman in 2022.

 

 

She was inducted into the first cohort of law experts pooled by the Ministry of Finance in 2020. Since 2005, she has served in succession as a part-time supervisor for graduate students at the Law School of Peking University and at the Law School of China University of Political Science and Law, as well as part-time supervisor for MPAcc students at the School of Accounting of the Central University of Finance and Economics and the Chinese Academy of Fiscal Sciences. She has been eligible for the State Council Government Special Allowance since 2016.






Vice President Bao Xiaowen

 

Ms. Bao Xiaowen, a member of the Party Committee in Shanghai National Accounting Institute (SNAI) and secretary of the Disciplinary Committee of SNAI.


 

Ms. Bao Xiaowen was born in Zhoushan, Zhejiang Province in 1967, who is a member of Communist Party of China and qualified with university degree. She started the professional career in February 1987. Since then, she has worked in various departments, including the SOE Division of the Shanghai Municipal Finance Bureau; the Fourth Division, the Second Division and the First Division of Shanghai Municipal Finance Commissioner’s Office of the Ministry of Finance. She was appointed as deputy director of the Fourth Division of the Shanghai Municipal Finance Commissioner’s Office of MOF in August 2006, deputy director of the Second Division in May 2010, director of the Second Division in August 2010, director of the Second Division of Operations in October 2015, director of the First Division of Operations in July 2016. In July 2019, Ms. Bao Xiaowen began to serve as director of the Shanghai Resident Financial Supervision Office of Ministry of Finance. In April 2021, she was appointed as member of the Party Committee, secretary of the Disciplinary Committee and deputy general director of the China Finance and Taxation Museum.




 

 

Vice President Zhang Gexing


Dr. Zhang Gexing is the member of Party committee and Vice President of Shanghai National Accounting Institute. He is the Associate Professor and advisor for master’s students. He is also the executive director of Research Center for Modern Industry Development.

 

Dr. Zhang Gexing completed the doctoral studies in industrial economics at Fudan university and earned the Ph. D degree in economics. He used to be the visiting scholar of University of Arizona. He has been working at SNAI since 2002. His positions at SNAI during these years include director of administration and finance department, director of department of training affairs, director of department of public administration training. He is among the first batch of experts selected into the macroeconomic talents pool by the Ministry of Finance. He also holds concurrent posts as managing director of Chinese Institute for Business Administration, managing director of China Society of Industrial Economics, member of the Industry Talent Working Committee of the Chinese Institute of Certified Public Accountants (CICPA).
